This is the first of a series of articles presenting major themes on teaching arithmetics. Set theory language is used as a didactical tool, and does not enter the core of the teaching process. Some of the themes are original and were first presented in the series of articles published under the joint name ``A Broader Way through Themas of Elementary School Mathematics'' in the journal ``Teaching of Mathematics'', Belgrade, 1999-2004.
